"Specifically, the corporation is organized to support regional
information and referral ("I&R") service providers serving
the residents of the State of Wisconsin by developing and managing a
statewide I&R
system that utilizes a 211 dialing code and provides high quality and
community-based
information and referral services with respect to health
and human services,
and bio-terrorism and other public health emergencies."
